Charles Samuel Whipp was born on 21 Apr 1873 at Mooi River, Natal, South Africa.

He was the son of John Whipp and Mary Anne Hodgson.

He married Olive Lee Watson-Smart on 7 Aug 1907 at Roodeport, Witwatersrand, Transvaal, South Africa. Olive Lee was the daughter of John Watson-Smart and Laura Helen. She died on 26 May 1958 at St Joseph's Hospital, Port Elizabeth, Cape, South Africa.

They had 6 children: Leonard Charles Whipp, Shiela Helen Olive Whipp, Mary Joyce Whipp, John Douglas Whipp, Marion Hope Whipp and Jean Margaret Whipp.
